Our Story

1890 Beckham National Bank organized and chartered by US Treasury
1895 Beckham National Bank merges with First National
1921 Bank's name officially changed to First National Bank in Graham (FNBG).
1972 Bank relocates to the Southeast side of the Graham square.
1979 FNBG forms holding operation as First Graham Bancorp (FGB), and adds six lane motor banking facility
1983 FNBG adds a new four story expansion
1998 FNBG acquires Bryson Branch of First Security Bank (FSB) of Flower Mound
2000 FSG and FNBG acquire 100% of First Security Branch, Flower Mound and receive national charter under First Security Bank, NA
2002 First Security Bank, NA opens full service branch in Hickory Creek, TX
2003 FSB opens full service branch in Aubrey, TX
2006 FNBG opens full service branch in Aledo, TX
2008 FGB acquires 100% of Surety Bank from Surety Capital Corporation and changes name to West Side Bank & Trust
2011 FSB opens a full service branch in Denton, TX
2013 First Security and West Side Bank & Trust merge into First National Bank in Graham to form Ciera Bank.
2015 Ciera Bank, Fort Worth expands to new Summit Ave location
NEXT Ciera to open new branch in Burleson, TX

Ciera Bank’s leadership is comprised of its executive personnel and its Board of Directors. Individuals belonging to both are listed below.

Asher Rosebrough - Outside Director 

Asher RosebroughAsher Rosebrough worked with Ciera Bank from 2013 to 2024, developing and managing the institution’s underwriting and credit approval processes. Previously, Asher worked on both the originations and asset management teams for Bank OZK in their Real Estate Specialties Group, which focused on commercial real estate lending facilities for land, development, construction, and value-add transactions across the US. Asher grew up in Graham, Texas, and received his BBA in Finance from Texas Tech University and a Master of Real Estate from Texas A&M. Asher brought his wealth of experience to the Ciera Bank Board of Directors in 2017 and now provides his expertise as an outside director.

Chance Smith - Outside Director

Chance SmithChance Smith’s experience in healthcare and real-estate provides the Bank with an insider’s view of the healthcare landscape especially in fields of skilled nursing homes, assisted living, memory care and home healthcare services. Hailing from Aledo, Texas with a BS in Communications from Texas Christian University, Smith has faithfully served on Ciera’s Board of Directors since 2004.

Charlie Powell – CEO/President, Ciera Bank

Charlie PowellCharlie Powell’s career spans over three decades, and his legacy lies in the long-term relationships he has established throughout his career and his mentorship of countless young professionals. The recipient of numerous and prestigious awards, and a consummate advocate for community involvement, Charlie has dedicated his life to outreach and philanthropic causes. He is a graduate of the University of Texas at Austin and completed the American Bankers Association National Commercial Graduate Lending School at the University of Oklahoma and the Southwestern School of Banking at Southern Methodist University.

Chris Blanton - Graham Regional President

Chris BlantonChris Blanton serves as the Graham Regional President of Ciera Bank and has worked for the company since 2020. In this role, he manages the lending functions and oversees the regions customer development. He has served on Ciera Bank Board of Directors since 2021 and provides a unique breadth of experience in the Energy and Banking Industry to the Board. Chris is from Graham TX, and received a BA in Political Science from Texas Tech University in 2007, has completed the Texas Tech School of Banking Program, and is attending the Graduate School of Banking, Colorado. His career background includes Senior Vice President of Lending at Ciera, Vice President of Commercial Lending, and many different roles in the Oil and Gas industry.


Chuck Rosebrough – Outside Director

ChucChuck Rosebroughk Rosebrough joined the Board of Directors in 1983 and has over 15 years of service as the former Chairman. Chuck is a graduate of Texas Tech University and his background includes ranching, oil and gas production, and real estate. During his tenure, Mr. Rosebrough has overseen three bank acquisitions and a merger.

Don Reece – Outside Director

Don ReeceDon Reece is the President of Reece-Hopper Sales in Dallas, Texas, a wholesale plumbing manufacturer’s rep agency serving Texas and Oklahoma at large, with offices in Farmers Branch and Houston. Previously, Don spent 20 years as the president of Dallas-based Pierce Pump Co. In addition to serving on a number of boards, Don is an active investor in several businesses, with commercial real estate in particular. Don’s experience in the product distribution provides Ciera Bank with valuable insight to commercial credit underwriting. Don has lived in Denton County for over 35 years, and has served on Ciera Bank’s Board of Directors since 2011.

Frank Scheer – Outside Director

Frank ScheerFrank Scheer has worked for the company and served on its Board of Directors since 2001. Frank received a BA Accounting from Northwestern Missouri State University in 1975, and graduate degree from Southern Methodist University, School of Banking, in 1995.

Justin Cowart – Fort Worth Regional President

Justin Cowart

Justin Cowart is a Regional President of Ciera Bank based out of the Fort Worth Branch where he oversees the strategic planning and day-to-day operations of the Region. Previously, Justin served as the executive vice president of Commercial Lending where he managed the commercial lending team, central credit group, and back office staff involved in the production of commercial loans. Justin graduated from the University of Oklahoma with a BBA in Finance and Economics as well as attended and graduated from the American Bankers Association Stonier Graduate School of Banking at the Wharton School of Business at the University of Pennsylvania.

Ken Hughes – Outside Director

Ken HughesKen Hughes has more than 35 years of experience in public accounting specializing in business planning and structuring including mergers and acquisitions and business dispositions. Ken has extensive experience in both federal taxation and financial statement audits of privately held companies. He has been a member of KHA Accountants since 1991 and serves clients in several industries with a practice concentration in real estate development and construction and is nationally recognized for his expertise in mortgage banking.

Kyle Peavy – EVP Trust

Kyle PeavyKyle Peavy is Ciera Bank’s Executive Vice-President and Senior Trust Officer having worked for the company since 1991. In this role, he manages all Trust Department operations. He has served on Ciera Bank’s Board of Directors since 2005, and actively accesses over 33 years of expertise in the Banking Industry, with particular expertise in credit administration and compliance. Peavy has served as commissioned National Bank Examiner with the Comptroller of the Currency, and presently holds Certified Financial Planner (CFP) and Certified Trust and Financial Advisor (CTFA) professional designations. Kyle is from Graham, Texas, and received his BBA from Texas Christian University in 1986, and then graduated from Southwestern Graduate School of Banking in 1995.

Martin Noto - CLO, Executive Vice President

Martin NotoMartin Noto is a banking executive with a career spanning nearly four decades in the finance industry. Currently serving as the Executive Vice President & Chief Lending Officer of Ciera Bank, Martin has significant experience in commercial banking and has played pivotal roles in various financial institutions.Throughout his extensive career, Martin has held key leadership positions at prominent banks, showcasing his expertise and strategic vision. Before joining Ciera Bank in July 2023, he notably served as the Executive Vice President & Chief Lending Officer of Inwood National, where he made significant contributions to the bank's growth and success. Martin's career highlights also include his role as the President/CEO of the Fort Worth Regional for First Financial Bank, Regional Executive Vice President/Corporate Banking Manager of Origin Bank (formerly Community Trust Bank) and his tenure as the Executive Vice President and Corporate Bank Manager for BBVA Compass Bank in Fort Worth. Beyond his professional achievements, Martin has been an active and influential figure in various community and philanthropic organizations including serving as the Past Chairman of the board of directors and executive committee for the Fort Worth Chamber of Commerce, involvement with Downtown Fort Worth, Inc., the United Way, the Salvation Army, and the Housing Channel (formerly Tarrant County Housing Partnership).

Sean Golden - Chief Credit Officer

Sean GoldenSean Golden serves Ciera Bank as the Chief Credit Officer. With over 25 years of credit and lending experience, Sean provides management and oversight of Credit Group and Loan Operations. Prior to joining Ciera Bank, he spent 10 years at BOKF, NA, dba Bank of Texas and 11 years at JP Morgan Chase. He graduated from Texas A&M University (Bachelor of Science, Industrial Distribution) and an MBA from the SMU Cox School of Business. In addition to his finance career, Sean has served as a board member and President of the Tarrant County Bankers Association, a board member and committee head at The Parenting Center and volunteered for other organizations including Junior Achievement and Habitat for Humanity.


Sharla Chambers – EVP, CFO

Sharla ChambersSharla Chambers, CPA serves as the Chief Financial Officer of Ciera Bank and has worked for the company since 2018. In this role, she oversees Ciera’s financial and operational areas, including Accounting, Human Resources, Information Technology/Facilities, Retail/Deposit and Loan Operations. She has served on Ciera Bank’s Board of Directors since 2019 and brings eighteen years of expertise in the Banking and Financial Services Industries to the Board. In addition, she is a Certified Public Accountant, with experience in retirement plan administration/compliance and higher education. She received an MBA and a BBA in Accounting Magna Cum Laude from Baylor University. Sharla is originally from Gatesville, Texas, but now makes her home in the Keller area where she is involved in various activities including National Charity League and humanitarian trips through her church.

Stan Peavy III – Outside Director

Stan Peavy IIIStan Peavy, III graduated from the University of Texas at Austin School of Law, was admitted to the Texas bar in 1988, and has since engaged in the private practice of law, primarily in Young, Tarrant, and contiguous counties. His background includes service as the County Judge of Young County, Texas (2003 -2011); a director of the Graham Economic Improvement Corporation (2010-2019); and a Trustee of the Graham Independent School District (2013-2020.) He has served on Ciera Bank’s Board of Directors since 1998 and provides guidance to the bank in legal matters related to commercial and residential real estate lending documentation, oil and gas, trust and probate issues, account issues, collections, and other matters. His family has been involved in the ownership and operation of the bank for three generations.

Stephen Howard – Outside Director

Stephen HowardStephen Howard serves as the founder, President, and CEO of Basin Oil & Gas (and together with its affiliates, collectively “Basin Companies”), a Fort Worth, Texas-based privately funded oil and gas company. He oversees and manages the firm’s multiple investment funds engaged in the exploitation of long‐lived natural gas and oil properties across the United States. In addition to serving on Ciera Bank’s Board of Directors since 2018, Mr. Howard also serves on the Board of Directors for the Texas Alliance of Energy Producers, the Rolling Plains Quail Research Foundation, and the Permian Basin Quail Coalition.

Steve Bartley – SVP 

Steve BartleyJ. Steven Bartley serves as the Aledo market President for Ciera Bank Aledo and has worked for the company since 2005. In this role, Steve oversees the daily operations for the retail, loan, marketing departments along with all community activities of the Aledo bank. His background includes several positions with First City Texas Bank, Texas Commerce Bank and JP Morgan Chase Bank along with positions with Ford Motor Credit and Nissan Motor Acceptance. Steve is a Member of the BDGA Foundation Board, Treasury of the Business Development Group of Aledo, Member of the Agricultural Development Fund for the Fort Worth Stock Show and Rodeo, Board of Director for the East Parker County Chamber of Commerce Foundation, Aledo Lions Club member, former Aledo ISD School Board Member. He has served on Ciera bank’s Board of Directors since 2007.
